The Bureau of Trade Services is comprised of the Divisions of Trade, Price Analysis and Marketing. The Ministry also put in place a one-stop shop for business registration, reffered to as the Liberia Business Registry (LBR).  The LBR, together with the Consumer Education and Protection Unit are the two additions to the Bureau of Trade Services. 


The Bureau of Trade Services is also spearheading Liberia’s World Trade Organization (WTO) post accession program,

 


The Bureau is responsible to do the following:

 

  • Establish and regulate commodity trade;
  • Collect, evaluate  and publish data pertaining to commerce;
  • Regulate prices and monitor essential commodities such as rice, petroleum products, flour and cement;
  • Facilitate trade and improve trade facilitation through the reduction of non-tariff barriers (NTBs);
  • Coordinate with the Intellectual Property Offices (Copyrights and Industrial Property) to ensure that rights holders’ economic rights are respected within the commerce of Liberia;
  • Enforce intellectual property rights in terms of trademarks;


As part of its mandate to facilitate trade and increase the formalization of businesses, the Bureau of Commerce and Trade coordinates the technical inputs for the Ministry’s contribution to the Millennium Challenge Program in terms of Business Start-Up, Trade Policy and Regulatory Quality.  The Bureau, through the Division of Price Analysis and Marketing, is responsible to assist in the coordination of monetization programs, such as the Japanese monetization and USAID monetization programs. 


As the technical focal point for trade facilitation, the Bureau works with the relevant inspection company, regional trading partners and coordinates all technical trade inputs for ECOWAS, the African Caribbean Pacific Group of States and other multilateral trading system.


The  Deputy Minister for Commerce and Trade Services provides oversight for the Bureau of Commerce and Trade.  The Assistant Minister for Trade Services assist the Deputy Minister. Directors who report to the Assistant Minister for commerce and trade head the various divisions, unit and registry. The activities are coordinated through a quarterly workplan, which is approved by the Senior Management Team of the Ministry. 


The Assistant Minister for Commerce and Trade is a Presidential appointee, who is confirmed by the Liberian Senate and performs his/her duties at the will and pleasure of the President of the Republic of Liberia.  The President is the appointing authority.
