Profile of the Minister of Commerce & Industry

Minister Miata Beysolow was born in Monrovia Liberia on July 4, 1941.  After receiving her high school education at the College of West Africa, she attended Waterloo Lutheran University, Waterloo, Ontario, Canada where she graduated with a BA in Political Science and Philosophy.  She subsequently obtained the degree of Master of International Affairs from Columbia University in the USA, majoring in International Banking and Finance. Over the years she also received short term training in Environmental Awareness and Management; Change Management; and Private Sector Project Analysis.

Minister Beysolow professional work experience included:
BG & Associates, Reston, VA.  Account Manager where she manage (away form site) the financial operations of small businesses.  That included putting in place processes for sound financial reporting such as SEC requirements, 8A status and tax requirements.  She had oversight of preparation of documents require for presentation to lenders and assisted clients with financial planning and investments.  
H&R BLOCK, Manassas, VA District (USA).  Where she worked as Tax Specialist on a Seasonal basis from 2002 through April 2008.  There she prepared individual tax return – specializing in returns with investment income, retirement plans, schedule K, rental real estates, employee business expenses and sole proprietors.  Her job included assisting clients with financial planning.  

Before going to the USA, Minister Beysolow worked with Kormah Development and Investment Corporation (KODIC), Abidjan, Cote d’Ivoire; where she  was manager of  Business Development – January to December 2000.  This position included identifying investment potential in Africa, preparing business plans, and undertaking due diligence on behalf of investors. 

Most of her professional career was spent at the African Development Bank (ADB) Abidjan, Cote d'Ivoire - Nov. 1983 to 31 December 1999.  There she started as a Principal Finance Officer responsible for Investments.  In this position she assisted in the management of the investment portfolio of over US$ 500 million comprising of bonds and time deposits placed in the major capital markets of the world.  Assisted the Treasurer and the Investment Committee and in planning and implementing the investment programs.  In this capacity she interfaced with major investment banking houses such as Solomon Brothers, J.P. Morgan securities and Merrill Lynch International.  She participated in the development of the Division from one investment officer with only a local telephone line, to a modern day trading room with 6 dealer positions, each with state-of-the-art analytical tools.

At the ADB she managed the Cash and Current Account Division from 1990 to 1991.  In this position she authorized all payments made by the Bank Group. Successfully introduced such planning tools as cash flow statements, daily statement of accounts to actively manage funds in order to minimize idle balances and meet payment requirements in a timely manner. 

Minister Beysolow also worked at the ADB as Manager, Disbursement to Southern African - 1991 to 1995.  This position included supervising the processing of disbursement applications for the release of funds to implement all projects and programs financed by the ADB in the Region, as well as those financed by special funds administered by ADB.  Her accomplishments included the conception and development of a system for monitoring, supervising and reporting pending applications for disbursement, participation in the preparation of Disbursement Manual and assisting in the computerization of the Department.  She conducted several national seminars and workshops to assist borrowers better understanding the ADB's disbursement policies and procedures including seminars in China and South Africa for consultants who were interested in bidding for projects financed by the Bank.

From February 1995 to 31 December 1999 she worked as Principal Financial Analyst in the Agricultural Division of the ADB where she identified, prepared, appraised and supervised agricultural projects and programs. Participated in screening, interviewing and selecting consultants for the above activities and supervised their work. Assisted Agriculture Economists with procurement and disbursement problems and guided them on how to implement audit recommendations. 

Prior to joining the ADB, Minister Beysolow worked at the National Housing and Savings Bank, Monrovia, Liberia from 1979 to 1982 as Vice President, responsible for Credit and Marketing. At the Bank she assisted in formulating strategies for mobilizing domestic and international resources for the loan portfolio; and participated in the syndication of US$ 50 million oil facility for the national oil refinery with First National Bank of Chicago as lead manager. 

From 1975 to 1979 she worked at the Ministry of Finance (MOF), Republic of Liberia first as Advisor to the Minister of Finance on Banking Matters 1975 to 1978.  Her responsibilities included representing the Minister on the Boards of the Central Bank, the National Housing and Savings Bank and the Liberian Bank for Development and Industry.  She also kept the Minister abreast of developments at multilateral institutions such as the World Bank and the African Development Bank.  She negotiated funds for the financing of development projects from these institutions as well as from commercial banks. This led to the successfully negotiated the first syndicated loan for the Republic of Liberia with Chase Manhattan Bank as lead manager.

She then worked at MOF as Coordinator, Fiscal Policy and Planning.  She established the Section and assisted in the determination of its program and policy. Successfully reviewed, programmed and consolidated all government debt obligations.  Produced reliable repayment schedules and advised on suitable debt instruments while reducing exposure to short-term, high interest commercial debt.

Her non professional jobs included working in various capacities with the Fairfax County Public School system as well as the Prince William County Public School system.
